When your ROT Starts Spending: Expired Data, AI Agents and the Antideficiency Act

For years, redundant, obsolete and trivial data (the ROT that accumulates at every agency), lived quietly in the back office as a records management concern. Although agencies are supposed to dispose of data on a schedule, many don’t because storage is cheap and “someone might need something in there one day”.
